House Subcommittee Approves Capital Investment & Leasing Program
Washington, D.C. - The General Services Administration's FY 2005 Capital Investment and Leasing Program (CILP) - consisting of the agency's repair, alteration, construction, and leasing projects - was approved by a U.S. House Subcommittee.
The CILP was unanimously approved by a voice vote by the Subcommittee on Economic Development, Public Buildings and Emergency Management, chaired by U.S. Rep. Steve LaTourette (R-OH). The CILP is scheduled for markup by the full House Transportation and Infrastructure Committee on Wednesday, July 21st.
Background Information
The FY 2005 Capital Investment and Leasing Program (CILP) represents detailed prospectuses submitted by GSA to the Committee, which contain information on the need, extent of authority, scope, location, cost, size, and related information regarding repair, alteration, construction, and leasing projects. Prospectuses are required when the total cost of the project exceeds $2.36 million, which is the current threshold under 40 U.S.C. §3307. Generally, the CILP consists of requests for authority to repair existing Federal buildings, design projects for future repair of existing buildings, national programs such as upgrading energy conservation measures or removal of harmful substances from Federal buildings, construction of new buildings, and the lease of space for federal agencies.
Repair and Alterations
There are 25 resolutions granting GSA new authority totaling $684.9 million for design, modernization, repair, and alteration of Federal buildings and Courthouses. This includes $638 million for basic Repairs and Alterations projects and $46.3 million for the design of future projects. In FY 2004, GSA requested $821 million for the Repairs and Alterations Program.
New Construction
There are 25 resolutions granting GSA new authority totaling $615.4 million for the construction of new facilities. This includes $200.2 million for executive agency construction projects, including $132.9 million for construction of border facilities and $415.2 million for courthouse construction. In FY 2004, GSA requested $400.7 million for the Construction and Acquisition of Facilities.
Leases
GSA's FY 2005 rental of space account is expected to be approximately $3.672 billion, of which, only those leases above the prospectus threshold of $2.36 million annually require authorization. Of the 16 lease prospectuses under consideration, 11 are for 10-year terms, 4 are for a term of 15 years, and the remaining lease is for a term of 5 years. Each of the prospectuses proposes a new annual cost that is higher than the current cost.
Building Project Surveys
Under Title 40 U.S.C. §3314(b), the Committee may request from the Administrator of General Services a report on the need and feasibility to undergo various building projects. There are 2 resolutions directing the Administrator to undertake such a process. One resolution is for Council Bluffs, Iowa on the need for a new District Courthouse, which must be completed in 60 days. The remaining resolution is for Lakewood, Colorado on the cost to redevelop the Denver Federal Center, and must be completed within 120 days.
